Horse-drawn carriage business - application

General information

Municipal Department 65 - Legal Affairs: Traffic and Transport (MA 65) is in charge of matters relating to horse-drawn carriages. One of the main tasks is granting licences for the operation of horse-drawn carriage businesses.

All applications will be processed without undue delay and within no more than six months after application, and applicants will receive an official notification of the decision.

Required documents

  • Sufficient liability insurance
  • Excerpt from the company register (German)
  • Proof of qualification for operating a horse-drawn carriage business (examination certificate)
  • Birth certificate
  • Expert opinion on the horse manure catchers
  • Photo ID
  • Proof of economic productivity
  • Proof of non-temporary ownership of the harnesses needed for the horses (sales contract)
  • Proof of non-temporary ownership of a carriage (sales contract)
  • Proof of non-temporary ownership of two horses per carriage (sales contract)
  • Proof of the non-temporary use of stables and garages (rental agreement)
  • Confirmation of first aid course or driving licence
  • Before a new horse can be used for the first time, an expertise by a registered carriage-driving instructor has to confirm the horse’s qualification with regard to it’s constitution and training.
Suitable offices on the company premises will be checked during the application process.

Applications can be filed at any time.

Costs and fees

The fees are due after the procedure has been concluded and amount to:

  • Application fee: EUR 14.30
  • Commissioning fee: EUR 7.63
  • Fee per attachment: EUR 3.90
  • Administrative fee: EUR 58

Alternatively, you can deposit the fees at the cash desk in the Municipal District Office for the 3rd district (Karl-Borromäus-Platz 3), where you can either pay in cash or by bank card.

Procedure

  • Application
  • Required documents are submitted and/or obtained
  • Inspection to determine the conditions in the stables
  • Assessment of reliability
  • All necessary expert opinions and statements are obtained
  • Application is granted or denied. If the application is granted, the applicant receives a licence. If it is denied, the applicant receives an official notification.

  • have full legal capacity (natural persons)
  • be reliable
  • have the necessary training
  • have sufficient funds
  • have stables, garages, carriage(s), horses, equipment (harnesses)

Authentication and signature

Authentication or signature of the application is not required.

Means of redress or appeal

An appeal is possible against rulings issued by an authority and shall be filed by the party within a four weeks term with the authority that issued the ruling of first instance (against rulings without investigation procedure within a two weeks term). The term starts with the receipt of the written copy of the ruling, in the case of oral pronouncement simultaneously with it.

The appeal shall indicate the ruling it contests, the authority that issued the ruling and contain a motion of appeal with the reasons. No more appeal is admissible if the party expressly waived the right of appeal after receipt or pronouncement of the ruling.

Each ruling contains instructions on the right to appeal and indicates the authority and the deadline for submission of such appeal.
